Same Issue here, also R9 270, latest drivers screen goes black, OS blocks access to graphics hardware, game must be restarted until the downtime today i did'nt have this issue now running DX9, everything is working

A cloak generally should give you a high security, but not a perfect one. As a counter to cloaking there should be a specialized scanner, afk playstyle outside of stations/pos has to be removed.
